Palestinians won a crucial vote to enter UNESCO as a full member on Monday, scoring a symbolic victory in their battle for statehood ahead of a similar vote at the U.N. General Assembly in New York, as the U.S. said it is stopping financial contributions to the U.N. body over the step.

"The general assembly decides to admit Palestine as a member of UNESCO," said the resolution adopted by 107 countries, with 14 voting against and 52 abstaining.

NATO chief Anders Fogh Rasmussen ruled out the possibility of a no-fly zone for Syria, in remarks to an Agence France Presse correspondent as he travelled Monday to Tripoli to mark the end of the alliance's air war in Libya.

"It's totally ruled out. We have no intention whatsoever to intervene in Syria," Rasmussen said when asked if there was a possibility NATO would now spearhead a no-fly zone in Syria.

NATO chief Anders Fogh Rasmussen made a surprise visit to Tripoli on Monday, saying he foresaw no major role left for the alliance in Libya hours before its air mission was due to end officially.

His visit comes seven months after Western powers fired the first barrage of missiles against Gadhafi forces in an air war that played a major role in ousting the veteran dictator.

A Tunisian court has issued an international arrest warrant against the widow of the late Palestinian leader Yasser Arafat over alleged corruption, an official said Monday.

Justice ministry spokesman Kadhem Zine el Abidine told Agence France Presse that a Tunis court had issued the warrant against 48-year-old Suha Arafat, who was stripped of her Tunisian citizenship in 2007 and currently lives in Malta.

A proposed Arab League plan to end months of bloodshed in Syria includes a demand to remove tanks from the streets, the head of the pan-Arab group Nabil al-Arabi told Agence France Presse on Monday.

"The Arab proposal to Syria calls for withdrawing tanks and all military vehicles to bring an immediate end to the violence and give assurances to the Syrian street," Arabi told AFP in the Qatari capital Doha.

NATO was on Monday formally ending its Libya mission, which it has hailed as one of its "most successful" yet after its air strikes playing a key role in the overthrow of now-slain despot Moammar Gadhafi.

The no-fly zone and naval blockade, enforced by NATO since March 31, will end at 11:59 pm Libyan time (21:59 GMT), as stipulated by a U.N. Security Council resolution last week that closed the mandate authorizing military action.

The bodies of two Palestinian militants killed overnight in an Israeli raid on Gaza were found at dawn on Monday near Khan Yunis, local medics said.

A new Egyptian-brokered truce between Israel and the armed Palestinian groups in Gaza has been reached, a Palestinian source announced, after an Israeli air strike killed a Gaza militant on Sunday just hours after Islamic Jihad vowed to observe an earlier ceasefire.

“The Palestinian factions have been informed that the truce with Israel will be maintained though a new ceasefire effective 10:00 pm,” the source said, requesting anonymity.

The Arab League on Sunday proposed a plan to end the bloodshed in Syria and expects President Bashar al-Assad's response on Monday, Qatar's foreign minister told reporters.

An Arab ministerial team "agreed on a serious proposal to stop the killing and all forms of violence in Syria," Sheikh Hamad bin Jassem al-Thani told reporters after more than three hours of talks in Doha between a group of Arab foreign ministers and a Syrian team led by their Syrian counterpart Walid Muallem.

Four explosions rocked an air base in Sanaa on Sunday, setting two fighter jets on fire and prompting the closure of the Yemeni capital's international airport, aviation officials said.

"There were four explosions at the air force base alongside the international airport and two fighter jets went up in flames," the official told Agence France Presse on condition of anonymity.
