President Michel Suleiman, who is on an African tour, has appealed for dialogue in countries witnessing turmoil, saying violence does not resolve problems.

“We don't back violence to achieve demands,” Suleiman told Arab ambassadors based in Senegal, hoping that the turmoil would be resolved through all-party talks.

Consensus between rival parties on a hybrid electoral draft-law was on Wednesday not looming on the horizon after reports said that Hizbullah rejected it and talks between March 14 opposition officials and the Progressive Socialist Party slowed.

Hizbullah informed Speaker Nabih Berri that it rejected the hybrid proposal, which a team of experts and MPs from the opposition al-Mustaqbal movement and the centrist Progressive Socialist Party are seeking to draft, al-Liwaa daily reported.

Al-Mustaqbal parliamentary bloc on Tuesday urged President Michel Suleiman to act in order to spare Lebanon the “consequences” of Hizbullah's “participation” in the Syrian military conflict and the controversial remarks voiced by Foreign Minister Adnan Mansour at the Arab League.

In a statement issued after its weekly meeting, the bloc also “strongly condemned the remarks voiced by Hizbullah Deputy Secretary-General Sheikh Naim Qassem, who confirmed once again the participation in combat alongside the Syrian regime and admitted arming and training gunmen fighting in Syria.”

U.S. Acting Deputy Assistant Secretary of State for Near Eastern Affairs Lawrence Silverman discussed on Tuesday with Army chief Gen. Jean Qahwaji bilateral ties and military aid to Lebanon.

The state-run National News Agency said discussions between Qahwaji and Silverman focused on bilateral relations between the U.S. and Lebanese armies, in addition to the U.S. program of military assistance to Lebanon.

Premier Najib Miqati said Tuesday that Lebanese leaders should refrain from expressing viewpoints that would draw criticism against the government and accusations of lack of credibility.

“The dangers surrounding us should prevent us from expressing personal viewpoints … that would allow some parties to have doubts in the government's credibility,” Miqati told a cabinet session held at the Grand Serail.

President Michel Suleiman headed on Tuesday to Africa on an 8-day tour at the head of a delegation, the state-run National News Agency reported.

The President will hold talks with senior African officials in Senegal, Ghana, Ivory Coast and Nigeria in addition to the Lebanese community in those countries.

Prime Minister Najib Miqati stressed on Tuesday that the cabinet will not step down, pointing out that the so-called Orthodox Gathering electoral law instigates federalism, cantons and undermines the Taef accord.

“The cabinet has preserved Lebanon over the past two years, which were the most difficult, dangerous and complicated stages that the country had to pass through,” Miqati told As Safir newspaper.

Foreign Minister Adnan Mansour denied on Monday reports that the Lebanese hostages, kidnapped in Nigeria in February, have been killed, in light of the emergence of a video allegedly showing the victims.

He told LBCI television that none of the individuals shown in the video are the Lebanese hostages.

Interior Minister Marwan Charbel briefed President Michel Suleiman on the preparations undertaken to hold the elections in June amid reports that no candidate had on Monday registered for the polls.

A statement issued by the presidential palace, said Charbel briefed Suleiman “on the security situation in the country and the preparations undertaken by the interior ministry for the elections.”

Hizbullah, AMAL and Free Patriotic Movement delegations visited on Monday Foreign Minister Adnan Mansour to express solidarity with his recent stance over Syria at the Arab League meeting.

The deputy head of Hizbullah's political bureau, Mahmoud Qomati, stressed from Bustros Palace that the meeting was aimed at voicing support to Mansour's stance.
