State Commissioner to the Military Court Judge Saqr Saqr charged on Monday the head of an Islamist group with capital murder in the slaying of a Palestinian inmate at Roumieh prison, the National News Agency reported.

NNA said that “Saqr charged the emir of the Islamic group in Roumieh, Mohammed Youssef known as Abu Walid, in the killing of Ghassan al-Qandaqli.”

First Military Examining Magistrate Judge Riyad Abu Ghida reneged on Monday a decision to hear the testimony of the informant in ex-Minister Michel Samaha's terrorist plot, after police failed to find him.

Abu Ghida had set Monday as the date to hear the testimony of Milad Kfoury, who is allegedly the man behind reporting Samaha to the Internal Security Forces Intelligence Branch.

Speaker Nabih Berri on Monday slammed Interior Minister Marwan Charbel without naming him, saying those who believe that they can hold the parliamentary elections based on the 1960 law are “ignorant.”

“The polls will not be held based on the 1960 law,” Berri told As Safir newspaper. “Those who think it is possible to hold them based on this law if (MPs) failed to agree on a new law are in ignorant of the legal and constitutional reality surrounding.”

Al-Mustaqbal MP Jamal al-Jarrah said Monday that his parliamentary bloc hasn't yet decided whether it would participate in the meeting of joint committees on a new electoral draft-law despite the announcement of two of its allies that they would not boycott the session.

“Al-Mustaqbal hasn't yet made up its mind on the participation in the joint parliamentary committee meetings,” al-Jarrah told Voice of Lebanon radio (93.3).

Special Tribunal for Lebanon Registrar Herman von Hebel met with Prime Minister Najib Miqati at the Grand Serail on Monday as part of scheduled talks with other Lebanese officials this week.

The STL said that von Hebel will meet in addition to Miqati and Lebanese officials, various representatives of the diplomatic community in Lebanon and the Tribunal's staff in Beirut.

Prime Minister Najib Miqati on Sunday announced that ministers concerned with drafting a new electoral law will attend the meeting of the joint parliamentary committees on Wednesday.

“The government has been invited and the relevant ministers will attend the session,” Miqati told reporters after a one-hour meeting with Speaker Nabih Berri in Ain al-Tineh.

The Lebanese Forces party on Sunday announced that it will participate in Wednesday's meetings of the joint parliamentary committees despite its boycott of government's work, revealing that an alternative to the Orthodox Gathering's electoral law is gaining “momentum” behind the scenes in parliament.

“Although the LF is boycotting government, it is facilitating everything related to the parliamentary elections,” LF bloc MP George Adwan said in an interview with MTV.

Hizbullah on Sunday stressed that the events in neighboring Syria will not be able to “twist the hand of the Resistance.”

“Everything happening around us is aimed at besieging the camp of resistance and the forces of defiance to prevent them from being effective in the face of invaders who are dreaming of stealing our fortunes and dominating our countries,” MP Mohammed Raad, head of Hizbullah's Loyalty to Resistance parliamentary bloc, said during a commemoration ceremony in the South.

Ghassan and Hadi Seifeddine, the victims of the Wata al-Joz incident, were laid to rest on Sunday in their hometown Lassa, in the presence of General Security chief Abbas Ibrahim, who represented President Michel Suleiman, a Hizbullah delegation and MPs Simon Abi Ramia, Abbas Hashem and Walid Khoury.

Mourners fired their guns heavily in the air during the funeral procession as Abi Ramia thanked the residents for their "wisdom" and stressed that "no one is above the law."

Israeli Vice Prime Minister Silvan Shalom hinted on Sunday that any sign of Syrian chemical arms transfer to Hizbullah could trigger military strikes.

Shalom told Israel's Army Radio that should Hizbullah or rebels battling forces loyal to President Bashar Assad obtain chemical weapons, "it would dramatically change the capabilities of those organizations."
