Electricity Draft Law Tests Cabinet Unity

A controversial electricity draft law will be on the cabinet’s agenda next week after the government once again failed to agree on how the allocation of $1.2 billion to raise electricity production by 700 megawatts would be made.

The dispute over the draft law has led to divisions in the ranks of the government, after ministers representing Free Patriotic Movement leader Michel Aoun threatened to resign if the cabinet failed to approve the proposal.

However, ministerial sources told As Safir daily that the cabinet session on Thursday was an important step forward in approving the draft law.

The atmosphere during the meeting was calm compared to the last session that witnessed intense discussions between Aoun’s son-in-law Energy Minister Jebran Bassil and ministers loyal to PM Najib Miqati and Progressive Socialist Party leader Walid Jumblat.

During Thursday’s “calm” session, it was agreed to hold a ministerial meeting at the Grand Serail on Monday to hear a briefing by Bassil on the details of the electricity project.

The meeting will be followed by a cabinet session that would be held at President Michel Suleiman’s summer residence in Beiteddine on Tuesday.

Despite the optimism expressed by the ministerial sources, al-Liwaa newspaper quoted informed sources as saying that the cabinet session has witnessed a heated exchange of words among several ministers.

But the sources said that the government is expected to approve the draft law next Tuesday and refer it to parliament for ratification on Wednesday.

On Friday, Bassil held a press conference to stress the importance of the project and warn that any attempt to block it would have dire consequences on financial, economic and living conditions.

Dahiyeh , Rouweisset el Matn, Britel are under-populated regions with only about one million two thousands residents. They are resisting Israel and should not pay electricity fees; they even should not allow any official to request electricity fees from them. Better to make compromises othwerise they will place bombs in public places to save their rights.

Here are a couple of things to be considered.

a. Every paying subscriber should have 24/7 electricity. So the institution should provide the service, whether they like it or not.

b. None paying subscribers should be banned. This is not a political matter, but a basic need, irrespective of party. But Lebanese political parties have turned it into a political matter for self interest and not national interest.

c. Not only should the issue of electricity be tackled, but also water and all the generators on the streets that provide power to people and has turned into a large business for man.

Lebanon has been out of war for 20 years now and the living conditions are that of progressive nations (developing) when in reality it should have been resolved 15 years ago.

Dahieh= Shiaa the we all agree that Shia are Lebanese . So Lebanese Shiaa are not paying for Electricite du liban. Of Course these people since they are not paying in Dahieh than definitely there are not paying in Bekaa and the South right? In this case the Lebanese Shia are behind the electricity dilemma right? Mr Patriotic you have selected an accused certain population of your Lebanese compatriot. Mr Patriot do you have any data, statistics, official report that can back up your accusations? I’ve read many reports that explain the chronic electricity problem .I can assure you the problem is more complicated than you can, obviously, think…
Based on this simple examination I can tell you that you are diagnosed with the LSM (Lebanese Sectarian Monkeys) …You are extremely stereotypical, irresponsible and irrational. Mr Patriotic you need to work on defining yourself first....

Fool who beleives that Hariri was the only one robbing and the only reponsible of our debts. The state was like a cake subdivised in parts (electricity, fuel, majlis el jnoub, telecom, sukleen, port....) and each minister was granted a part of the cake, under the benediction of the Syrians. So stop blaming Hariri as the unique responsible of the financial situation.
Nabih Barreh was not looking as a simple spectator on Hariri stoling. He was voracious like a predator and protecting one million residents from paying their electricity bills. Since 40 years he is contributing in the destruction of our democracy by being a mercenary under the orders of any ennemy of Lebanon.

The Government announced a comprehensive reform program for the power sector
at the Paris III conference in January, 2007. This program has enjoyed a broad consensus
since it is based firmly on the 2002 Electricity Law and was designed by the pre-
November 2006 coalition government (whose Minister of Energy and Water at the time
was from Hizbollah), and approved by Cabinet in July 2006 just before the outbreak of
hostilities with Israel.

According to official sources, almost 60% of EDL bills are not collected. In addition, close to 50% of electricity generated by EDL is not even billed; it is estimated that tens of thousands of people receive free electricity by illegally tapping into power lines. Back in 2003, then Beirut MP Muhammad Qabbani, who headed the parliamentary Energy and Water Committee, stated that many of those who get free electricity enjoy "political protection." In the southern suburbs of Beirut--a stronghold of Hezbollah--over 80% of electricity consumers do not pay. Those who do not enjoy such political protection, on the other hand, are forced to pay heavily for electricity.

Electricity should've been the #1 priority since the early 90s. Without it you can't advance. How can companies have confidence to expand or to invest if it's unclear if they can guarantee the power will be on 24/7!! What Hariri and gang couldn't do with >$55BILLION is now being done with $1billion....AND THEY DON'T LIKE IT!! who's gona pay their royalties if the private MOTEURS get shut down!!

March 14 had a plan, it was voted, the energy minister at the time was Hezbollah, and the M8 MP's blocked the implementation...(see link in one on my posts above)
You know why?? Because this will trigger a huge survey that will show and prove who has not been paying his bills for the last few decades..
