مطمر الناعمة بين اعادة فتحه "مؤقتا" واستحالته.. وشهيب "قطع شوطا متقدما" في ملف النفايات

تتضارب الاراء حول ما اذا كان مطمر الناعمة الذي أقفل في تموز الفائت سيعاد فتحه "مؤقتا" لاستقبال النفايات. ففيما تؤكد مصادر مقربة من الحزب "التقدمي الاشتراكي" ان نقل جزء من نفايات بيروت وجبل لبنان الى صيدا وعكار سيعيد فتح المطمر تنفي مصادر أخرى مقربة الامر كليا.
وقالت مصادر مقربة من النائب وليد جنبلاط لصحيفة "الأخبار" الخميس أن "ضمان تيار المستقبل نقل جزء من نفايات بيروت وجبل لبنان (أي منطقة عمل سوكلين) إلى مكب سرار في عكار، وإلى معمل معالجة النفايات في صيدا، سيتيح للنائب الشوفي إعادة فتح مطمر الناعمة لاستقبال ما تبقى من النفايات".
ولفتت المصادر الى أن "الحل سيكون مؤقتاً، إلى حين إقرار خطة نهائية لإدارة ملف النفايات".
وأوضحت ان "هكذا خيار في حاجة لإقرار مجلس الوزراء دفع مبالغ مالية إضافية للقرى المحيطة بالناعمة ومنح بلدياتها الكثير من الحوافز".
لكن مصادر أخرى مقربة من جنبلاط أيضاً، أكدت للصحيفة عينها أن " قرار إقفال مطمر الناعمة لا عودة عنه، وأن زعيم المختارة غير قادر على تسويغ إعادة فتح المطمر، لا بين الاهالي، ولا بين القوى السياسية".
فجنبلاط وفقا للمصادر "يخشى من انتقال الاحتجاجات من ساحتي الشهداء ورياض الصلح إلى الناعمة".
وأضافت ان رئيس "الاشتراكي" "لن يقدر على تبرير إعادة فتح المطمر بعدما افتعل ازمة النفايات ورمى كرة نارها في حضن الرئيس تمام سلام بإقفاله".
وأكدت أن "المطروح حالياً على طاولة البحث هو حل مؤقت، مبني على نقل جزء صغير من النفايات إلى معمل المعالجة في صيدا، وقسم آخر إلى عكار. اما القسم الثالث، فيجري بحث نقله إلى السلسلة الشرقية في البقاع، لكن الخيار ليس جرود عرسال غير المضمونة عسكريا".
وأشارت المصادر إلى ان "هكذا توجه يجب ان يكون مقروناً بقرار حكومي يمنح المنطقة مبلغ 100 مليون دولار أميركي، أسوة بما أُقِرّ لمنطقة عكار".
وتابعت إن "هذا الخيار مؤقت، قبل إقرار خطة دائمة لمعالجة النفايات، تستند إلى دور البلديات واتحاداتها".
ومن المنتظر أن تنهي اللجنة التي ألّفها وزير الزراعة أكرم شهيب، عملها قبل يوم الجمعة المقبل، على ان يقدّم وزير الزراعة تقريراً إلى رئيس الحكومة تمام سلام.
في غضون ذلك، علمت صحيفة "النهار" ان شهيب قطع شوطا متقدما نحو انجاز المهمة التي كلفه القيام بها رئيس الوزراء تمام سلام لوضع تقرير مع الخبراء عن حل لازمة النفايات.
وأفادت الصحيفة ان شهيب الذي يعمل بوتيرة كثيفة التقى الجمعيات البيئية والاهلية كما التقى فريقا من التحرك الاحتجاجي وناقش معه الخطوط العريضة لخطة الحل من باب احترام رأي المحتجين واشراكهم في الحل.
وكشفت "النهار" ان ثمة اتجاها الى اعطاء البلديات صلاحيات واسعة في الحل المقترح على اساس اللامركزية الادارية والانمائية وان الوزير شهيب سينجز التقرير غداً ويسلمه الى الرئيس سلام.

With all respect to all some are seen by others as excellent candidates and some others are considering themself as excellent and unique. Dimianos, Baroud, Harb, Franjieh, Aoun, Geagea etc.... Some impose themselves as gods others are only citizens.
Some have clean hands and others pretend so. Names are of little importance as compared to the good will to allow the elections. Lebanon has lots of problems as a result of presidential vacuum. A president has no magic powers to solve everything but is needed to help people choose new politicians (with honesty higher than 50%). Therefore other problems can be delt with.

It does not hinge on Jumblatt but rather the people of that region who have been opposing the dump for few years and allowed the last extension with the promise from the government there would be other alternatives by the time to shuts down. People from Dammour to Shahhar West have coped not only with the smell but also with the diseases caused by the garbage dump. Jumblatt will not risk a popular base he has, especially in Shahhar Gharbi! + The Government should have had a solution
