فيلتمان: مشاركة "حزب الله" في القتال بسوريا تزيد التوتر الطائفي وانتهاك لسياسة الحكومة اللبنانية

رأى ئيس الدائرة السياسية في الأمم المتحدة جيفري فيلتمان أن "مشاركة "حزب الله" في القتال بسوريا إلى جانب النظام تزيد التوتر الطائفي في سوريا والمنطقة، وهي انتهاك لسياسة الحكومة اللبنانية في النأي بالنفس"، مردفاً أن " الحزب ليس طرفاً سيساهم في تحديد مستقبل سوريا، لذا لم تتم دعوته الى مؤتمر "جنيف-2".
وأشار فيلتمان في حديث لصحيفة "الحياة" نشر الجمعة، الى أنني "التقيت رئيس حكومة تصريف نجيب ميقاتي وناقشنا جهوده في العمل مع رئيس الجمهورية ميشال سليمان لحماية لبنان من تمدد الأزمة من سورية"، مضيفاً أنه "قد بحثنا ما يمكن الأمم المتحدة أن تفعله لدعم جهوده وجهود سليمان لدعم لبنان سياسياً ومالياً ولمساعدة المكونات اللبنانية في حاجتها الماسة جداً لتلبية حاجات اللاجئين السوريين".
وأضاف "بالرغم من العلاقة بين ايران و"حزب الله" المشارك بالقتال في سوريا الى جانب النظام، أعتقد أن الإيرانيين وبناء على ما سمعته وقالوه علناً أنهم قلقون جداً حيال التداعيات الطائفية للنزاع في سورية الذي له نتائج في سوريا وأبعد من سوريا، وهو ما نراه في لبنان والعراق، وثمة احتمال أن يمتد أبعد من ذلك".
وأوضح فيلتمان "يبدو لي أن الإيرانيين ينبغي أن يكونوا مهتمين جداً برؤية نهاية للقتال، لأن القتال في سوريا يولد زخماً للنزاع الطائفي الذي يمكن أن يطاول المنطقة برمتها والعالم بأسره"، مردفاً أن "دور "حزب الله" داخل سوريا الذي هو انتهاك لسياسة الحكومة اللبنانية بالنأي بالنفس، كان جزءاً من الوقود لزيادة التوتر الطائفي الذي يطبع هذا النزاع".
وكان رئيس الجمهورية ميشال سليمان قد شدد الأربعاء،على ان "سياسة النأي بالنفس المكرسة في اعلان بعبدا هي "محط اعتزاز" وأنه ليس لأحد انتقادها، وهي من قرار اللبنانيين فقط".
ويعتمد لبنان سياسة النأي بالنفس عن الأحداث في سوريا.
وبالنسبة لعدم دعوة "حزب الله" للمشاركة في "جنيف - 2" باعتباره جزءاً من القتال، لفت فيلتمان الى أن " الحزب يدعم طرفاً في النزاع لكنه ليس جزءاً من العملية السياسية، وهو ليس طرفاً سورياً سيساهم في تحديد مستقبل سوريا".
وأضاف "نحن نحاول أن نطلق مساراً بناء على بيان جنيف الصادر العام الماضي بحيث يكون السوريون وليس "حزب الله" ولا المقاتلون الخارجيون في الجانب السني، أن يقرروا مصير سوريا"، معتبراً أن "المشكلة الآن أنه كلما طال القتال سيكون لـ "حزب الله" تأثير في ما يجري على الأرض، ولـ "جبهة النصرة" تأثير في ما يجري على الأرض".
وشدد فيلتمان على أننا "نريد أن يحدد الشعب السوري نفسه مستقبل سوريا".
ويشارك حزب الله بالمعارك داخل سوريا الى جانب النظام ، إذ كانت القوات النظامية مدعومة بعناصر من حزب الله استعادت االسيطرة على بلدتي الحسينية والذيابية جنوب دمشق، بعد معارك ضارية استمرت نحو اربعة ايام، بحسب المرصد السوري لحقوق الانسان.
وكان حزب الله قد شارك بمعارك القصير في ريف حمص منذ أشهر، ما استدعى تنديدا داخيا وخارجيا واسعا.
وفي غضون ذلك، لفت فيلتمان، في حديثه لصحيفة "الحياة"، أن "الصلاحيات التنفيذية الكاملة للهيئة الحاكمة الانتقالية في سوريا، والتي على مؤتمر "جنيف - 2" أن يؤسسها تشمل السلطة على الجيش والقوى الأمنية"، مؤكداً أن "الغاية من عقد جنيف 2 إطلاق عملية سياسية بقيادة سورية ليس لإدارة الوضع القائم، بل للوصول إلى سورية جديدة".
وقال فيلتمان إن "ثمن عدم محاولة عقد مؤتمر "جنيف - 2" أكبر بكثير من مخاطر إمكانية الفشل فيه"، معتبراً أن "الفشل في عقد المؤتمر واستمرار القتال في سورية سيوصلانا إلى السيناريو الذي يتحدث عنه الرئيس السوري بشار الأسد المتعلق بإمكانية ترشحه للانتخابات الرئاسية العام المقبل".
وأبدى فيلتمان تفهمه "لإحباط المملكة العربية السعودية من دور مجلس الأمن في إنهاء العنف في سوريا"، مؤكداً "تمسك الأمين العام للأمم المتحدة (بان كي مون) بإجراء المحاسبة وإنهاء الحصانة عن الجرائم في سوريا".
وكان أعلن امين عام الجامعة العربية نبيل العربي الاحد ان مؤتمر جنيف-2 الدولي الذي سيجمع المعارضة والنظام السوريين سيعقد في 23 تشرين الثاني، في حين اعلن مبعوث الامم المتحدة والجامعة العربية لسوريا الاخضر الابراهيمي ان "الموعد لم يحدد رسميا بعد".
وترفض المعارضة السورية ومثلها عدد من الدول الغربية كفرنسا والولايات المتحدة مشاركة ايران في جنيف 2 على خلفية اتهامها بدعم النظام السوري عسكريا.
وكان وزير الخارجية الاميركي جون كيري ونظيره الروسي سيرغي لافروف اطلقا في ايار الماضي الدعوة الى عقد مؤتمر جنيف 2 للتوصل الى حل للازمة السورية المستمرة منذ منتصف آذار 2011.
وارجىء الموعد المزمع لهذا المؤتمر مرارا خلال الاشهر الماضية نتيجة خلافات حول بنوده والمشاركين فيه، لا سيما بين روسيا والغرب. ومن المقرر ان ينطلق المؤتمر من الخطوط العريضة لمؤتمر جنيف 1 الذي عقد في حزيران 2012، واتفق فيه على تشكيل حكومة انتقالية بصلاحيات كاملة، من دون ان يجد طريقه الى التطبيق.
وادى النزاع السوري الى مقتل اكثر من 115 الف شخص، بحسب المرصد السوري لحقوق الانسان.
