The United States will ask the U.N. atomic watchdog to report Syria to the U.N. Security Council over its alleged illicit nuclear activity, according to a draft resolution obtained by Agence France Presse on Monday.

At a meeting of the International Atomic Energy Agency's board of governors next week, Washington will urge member states to report Syria to the Security Council, despite an apparent pledge by Damascus to break a three-and-a-half-year silence over its alleged nuclear ambitions.

Turkish Prime Minister Recep Tayyip Erdogan called Syrian leader Bashar Assad Friday in another effort to press for reform to end deadly unrest in the Arab country, a government official said.

Erdogan "emphasized again the importance of reform," the official told Agence France Presse on condition of anonymity, refusing to give other details.

A draft statement from G8 leaders seen by Agence France Presse on Friday warned that the international community will take "further measures" if Syria does not stop using force against protesters.

An earlier draft had specifically threatened to turn to the United Nations Security Council to impose binding sanctions, but this was later softened under pressure from Syria's traditional ally Russia, officials said.

European nations on Thursday pressed a campaign to get the U.N. Security Council to warn the Syrian government that its deadly crackdown on opposition protests could be a crime against humanity.

A draft resolution distributed to the 15 council members condemns violence used by President Bashar al-Assad's regime and calls for the lifting of a weeks-long siege against the city of Daraa.
