Egypt sent a high-level delegation to Israel on Friday with the hope of brokering a cease-fire agreement with Hamas in Gaza, two officials said. At the same time, it warned that a possible Israeli offensive focused on Gaza's city of Rafah — on the border with Egypt — could have catastrophic consequences for regional stability.

Egypt's top intelligence official, Abbas Kamel, is leading the delegation and plans to discuss with Israel a "new vision" for a prolonged cease-fire in Gaza, an Egyptian official said, speaking on condition of anonymity to discuss the mission freely.

Palestinians mourned people killed in Israeli bombardment of Rafah, the crowded southern Gaza city where Israel says it is advancing plans for a ground invasion.

Global concern has mounted over the looming operation against Hamas militants in Rafah, where much of Gaza's population has sought refuge from more than six months of war.

The leaders of the United States, Britain, France and more than a dozen other countries called in a joint statement Thursday for Hamas to release the scores of hostages it is holding, the White House said.

"We call for the immediate release of all hostages held by Hamas in Gaza for over 200 days. They include our own citizens," the leaders said.

An under-construction pier for a U.S.-led project to bring aid into the Gaza Strip has come under fire, forcing U.N. officials to take shelter there, Israeli and U.N. officials said.

No militant group immediately claimed responsibility for the assault, which the Israelis described as a mortar shell attack.

The Israeli military says its forces shot dead a Palestinian woman after she allegedly ran toward Israeli soldiers with a knife in the southern West Bank on Wednesday.
