The United Nations on Wednesday urged India and Pakistan to ease new tensions over disputed Kashmir through dialogue and said no complaint has been made about a clash in which India alleged that one of its soldiers was beheaded.

The U.N. observer force in Kashmir is however investigating an incident in which Pakistan said one of its soldiers was killed, U.N. spokesman Martin Nesirky told reporters in New York.

A third suspect accused of fatally gang-raping a 23-year-old student in a moving bus in New Delhi last month will plead not guilty to all charges, his lawyer said on Wednesday.

Advocate M.L. Sharma said he would file the plea on behalf of Ram Singh, the driver of the bus where the attack allegedly took place which has fueled angry protests across India.

India delivered a dressing-down Wednesday to Islamabad's envoy to Delhi as it accused Pakistan's army of beheading one of two soldiers killed in Kashmir, but both sides warned against inflaming tensions.

While Pakistan insisted no such incident had taken place and suggested a U.N. inquiry be held, India denounced the "inhuman" treatment of the troops who were killed two days after a Pakistani soldier was also slain in the Kashmir region.

Foreign Minister Salman Khurshid said India would deliver a "proportionate response" to the killings in Kashmir which he said were designed to sabotage an already fragile peace process.

Three people were killed by a fire at an oil depot in the western Indian state of Gujarat, officials said on Sunday.
